Local and Regional Strategies

The I-86 Innovation Corridor Initiative strategic plan calls for investments in:

  • Workforce development and talent attraction: need for talent to support advanced technology and commercialization of R&D, and rapid globalization.
  • Business Development including transportation industry supply chain development, commercialization of technology generated by R&D at major corporations and entrepreneurial ventures, and investment in manufacturing infrastructure.
  • R&D ventures with regional universities.
  • Enhanced quality of life to attract talent: Revitalization of the aged manufacturing communities, housing, recreational activities to leverage natural assets.
  • Physical infrastructure to support business development such as upgrades to the Elmira-Corning Regional Airport, I-86 improvements, and the development of shovel ready sites.

North American Hub for Advanced Transit Manufacturing and Workforce Development

Steuben County is home to a strong base of multi-national firms in the Transportation Product, Components and System Controls sector including Corning Incorporated, Alstom Transit NA and Siemens. In addition, there are several major supply chain components in Steuben County that have developed a niche both regionally and nationally. These companies, such as Gray Manufacturing, Automated Transit Manufacturing, EPX, TTA, and Mercury Aircraft are succeeding because they are value-added with a focus on quality.

There are additional multi-national firms such as CAF USA Railway Solutions and Hilliard Corporation and several supply chain companies in neighboring Chemung County. In fact, the combined concentration of transportation equipment manufacturing firms in Steuben and Chemung Counties accounts for the highest concentration of manufacturers and suppliers in this sector throughout New York State and the largest location quotient of any other industry sector in each county. The multiplier impact of this sector is estimated at more than 2.45 in jobs and nearly 1.7 in sales.
